National Youth Councils (NYCs) play a pivotal role in representing youth interests and influencing policy in the Western Balkans Six (WB6). Despite varying levels of effectiveness across the region, NYCs are crucial advocates for youth, demonstrating their potential to positively impact policymaking.
However, many NYCs face substantial challenges. The absence of formal legal recognition often limits their influence, though efforts to address this issue are progressing. Another significant obstacle is their dependence on fragmented, project-based funding, which undermines sustainability. Recognizing this, stakeholders are increasingly advocating for stable and strategically aligned financial mechanisms to support NYCs. Efforts to enhance financial management and fundraising capacities within NYCs are also underway, aiming to reduce reliance on external donors and secure consistent backing for youth initiatives.
Governments in the region are beginning to address the fragmented nature of budget allocations for youth activities. Some are working to streamline and strengthen funding for youth policies, reflecting a promising shift toward more robust financial support for NYCs.
This paper offers a detailed analysis of NYCs in the Western Balkans, examining their structures, functions, and relationships with governments and stakeholders. Drawing on previous research and consultations, it outlines the current state of youth policy development and participation. The findings provide actionable, country-specific recommendations to foster collaboration, strengthen NYCs, and enhance their effectiveness in driving inclusive and accountable policymaking across the WB6.
