This report provides the first analysis of young people who are not in employment, education or training (NEET) in the partner countries of the European Training Foundation (ETF), including Albania, on the basis of available data, and discussion on the advantages and disadvantages of using this analysis for policy interventions. Bearing in mind the increasing interest in and usage of the NEET concept by the European Union (European Commission, Eurostat and Euro found), the OECD, the World Bank and many industrialised countries (UK, Canada and USA), the report aims at raising awareness among policy makers in the partner countries on the extent of the phenomenon and its determining factors, as well as identifying policy actions to address it.
